Today we looked at IND-96 regarding representation of economic indicator values.  See notes in the JIRA issue for IND-96.  We also went back to IND-100 - see meeting minutes from 2021-03-05 for some of the conversation around that.  Dan forwarded the definition of resident population from the Census Bureau that we also need for that, at  The U.S. unemployment rate specifically covers those persons identified as part of the resident population - excludes Puerto Rico and other territories, excludes military personnel and their families, excludes expat population.  

The OECD definition of population is available at  Their definition of working age population is available at  We should use this for LegalWorkingAgePerson, with restrictions on jurisdiction so that we can represent the legal working age in a specific country / subdivision, but at the top level the OECD definition applies.
